Where is that phrase from? Tanach? Liturgy?

I should, yeah.

I was at a synagogue with illuminated window type things one for each tribe. They inconsistently had a saying from either vayechi or vezot habracha. But for shimon had yachad shivtei yisrael.
In Rosh Hashanah mussaf right?

Well, Shimon doesnt get his own beracha mention in Vayechi, and nothing at all in VeZos HaBeracha, so you gotta take something....

It is in RH Mussaf, originally by Moshe's Berachos though

Yeah, and for some reason it has been turned into a wedding song and combined with Od Yeshama...

First part of possuk is referencing Melech, to whom a groom is compared
